The XIV Professional Conference of the Bankruptcy Supervision Agency – Stara Planina, 24–27 November 2025
The XIV Professional Conference of the Bankruptcy Supervision Agency (BSA) was successfully held from 24 to 27 November on Stara Planina. The event brought together 200 participants, including representatives of the Supreme Court, the Commercial Appellate Court, 15 commercial courts, professors from the Faculty of Law at the University of Belgrade, representatives from the Ministry of Economy, Ministry of Justice, Ministry of Finance, Ministry of Environmental Protection, National Bank of Serbia, Tax Administration, Higher Public Prosecutor’s Office, Deposit Insurance Agency, Restitution Agency, Agency for Spatial Planning and Urbanism, Business Registers Agency, Serbian Chamber of Commerce, as well as representatives of banks, numerous lawyers, appraisers, and of course, bankruptcy administrators.
The conference was opened by Dr. Tijana Ljubisavljević, Acting Director of the Bankruptcy Supervision Agency.
On the first day, in addition to the Agency’s Director, the conference featured speeches by Igor Vučković from the Ministry of Economy, Prof. Dr. Branko Radulović representative of IFC, Supreme Court Judge Jasminka Obućina, and Acting President of the Commercial Appellate Court Đorđe Jovanović. This was followed by video greetings from representatives of the International Association of Insolvency Regulators (IAIR): Elisabeth Lang from Canada, Chair of the IAIR Executive Committee; and Executive Committee members Kamila Sawicka (Poland), Francis Ng (Singapore), and Hugo Sanches (Chile).
Following the opening session, Prof. Dr. Branko Radulović from the Faculty of Law at the University of Belgrade presented on the topic Analysis of Bankruptcy Efficiency Indicators.
The first day also included two panel discussions. The first panel focused on Artificial Intelligence: Potentials, Limitations, and Practical Experience, moderated by Dejan Milovanović, Head of the Coordination and Control Department at BSA, with panelists Prof. Dr. Mirjana Radović (Full Professor, University of Belgrade Faculty of Law), Marina Mijatović (Founder and Director, Angrylynx d.o.o.), and Dr. Žarko Dimitrijević (Public Enforcement Officer).
The second panel, Questions & Answers I, was held in the afternoon and addressed questions from bankruptcy administrators, answered by prominent panelists. The panel was led by Supreme Court Judge and President of the Commercial Court in Belgrade Jovan Jovanović, with participation from Jasminka Obućina (Supreme Court Judge), Nikola Ivčevski (Commercial Appellate Court Judge), Siniša Nedeljković (President of the Commercial Court in Požarevac), Darko Cukanić (Commercial Court Judge in Belgrade), Luka Andrić (lawyer), and Ivan Čakarević (bankruptcy administrator).
The second day began with a panel discussion on 20 Years of the Bankruptcy Administrator Profession – Experiences and Challenges, moderated by bankruptcy administrator Željko Mijušković, with panelists bankruptcy administrators Milena Blagojević, Dušanka Ćetković, and Petar Vulović.
This was followed by a panel on Bankruptcy and Legalization, moderated by Uroš Leković, Director of the Bankruptcy Center, with panelists Darko Cukanić (Commercial Court Judge in Belgrade), Aleksandar Radomirović (Secretary, Agency for Spatial Planning and Urbanism of Serbia), Ivan Trajković (Deputy Director, Agency for Spatial Planning and Urbanism of Serbia), and Mihajlo Srdić (lawyer).
The second part of the highly significant Questions & Answers panel marked not only the conclusion of the second working day but also the formal end of the conference’s professional sessions. The panel was moderated by Judge Ljiljana Komšić, President of the Commercial Court in Sremska Mitrovica, and included Nikola Ivčevski (Commercial Appellate Court Judge), Duška Ilić (Commercial Appellate Court Judge and President of the Commercial Court in Kraljevo), Biljana Perić (President of the Commercial Court in Sombor), Miljko Mićović (President of the Commercial Court in Užice), Aleksandar Majkić (lawyer), and Ivan Čakarević (bankruptcy administrator).
